Near Fernley and Reno NV, this was once part of a great inland sea or Lake Lahontan. It sits on the Paiute Indian land, fed by the Truckee River. There is no outlet of water from it. Seepage or evaporation are the only natural ways water leave Pyramid. You do need a permit to camp, swim, fish and visit the lake which can now be done online. The strange formations are similar to Mono Lake to the south in California, called Tufa. Wikipedia has more indepth information.
